Complaint against a police officer

The Nunavik Police Service strives to serve the public in an impartial and professional manner. The role of police officers is to maintain peace, order and public safety. To carry out their duties, police officers have broad powers, but they also have duties and obligations.

In the performance of their duties, all police officers are subject to rules and standards of conduct. In Québec, these rules and standards are found in the Code of ethics of québec police officers.

If you believe a police officer has breached his or her duties and obligations in the performance of their duties, you may file a complaint with the Commissaire à la déontologie policière (police ethics commissioner).

The Québec police ethics system is independent of the Nunavik Police Service. Governed by the Police Act, it aims to protect citizens in their interactions with police. When a citizen makes a police ethics complaint to the police ethics commissioner, the NPS is required to cooperate with the commissioner.

Any person who believes they have been treated by a police officer in a manner that violates the Code of ethics of Québec police officers may file a complaint with the police ethics commissioner. The complaint must be in writing and filed no later than one year from the date of the event or from awareness of the event that gave rise to the complaint.

  • Email the complaint form to deontologie-policiere.quebec@comdp.gouv.qc.ca.
  • Bring the form to your local police detachment. Police officers are required to give a copy of the complaint to the police chief and to send the original documents to the Commissaire.

Activities that May Be the Subject of a Complaint

The Code of ethics of Québec police officers prohibits police officers from:

  • Using greater force than is necessary;
  • Making threats or using intimidation or harassment;
  • Knowingly bringing a charge against any person without grounds;
  • Abusing their authority to obtain a statement or confession;
  • Detaining for interrogation any person who is not under arrest.
